Families with children from birth to age 3 who may have disabilities or developmental delays and living in Okanogan County (Nespelem School District), Grant County (Coulee-Hartline School District, Ephrata School District, Grand Coulee Dam School District, Moses Lake School District, Quincy School District, Soap Lake School District, Warden School District, Wilson Creek School District), Douglas County, or Chelan County
